The East Alabama Commission has set its DBE Goal for FY 2010 at 3%. The Commission is soliciting comments on the proposed document. Please click here to view document. Transit system planning, marketing, and administrative services are also provided by the Commission's staff as a part of the Areawide Community Transportation System (ACTS) serving six counties in East Alabama. The Commission’s staff administers the Anniston Express fixed-route transit system and the ADA handicapped transportation serving Anniston, Oxford, Hobson City, Weaver and Jacksonville. The Commission also administers demand-response public transit systems in Piedmont and the urban and rural areas of Calhoun County. In addition, the Commission administers demand-response rural public transit services in Cherokee, Clay, Cleburne, Coosa, and Talladega Counties.
The Commission also funds transportation services for the elderly operated through the senior centers.

Transportation Services In Calhoun County
All Calhoun County urban transportation services are provided through contract by Anniston Limousine, Inc. (Phone #: 820-7600), located on Highway 21 just north of the Galloway Gate on Fort McClellan. Anniston Limousine Inc., provides scheduling, driving, and any other operational transportation needs.
Rural Transportation
Calhoun County currently has rural, public transportation for almost the entire county. The transportation service is demand response, meaning that the rider calls, sets up an appointment, and Anniston Limousine, Inc., our contractor, picks them up at their house. Rural transportation is available to those who live outside the city limits of Oxford, Hobson City, Anniston, Weaver, Jacksonville, and Piedmont. The Cities are considered urban areas, and because Anniston has a “fixed-route” service, rural transportation does not serve points within the city limits.
City of Piedmont

Fare Policy: All trips are $1.00 each way
Through the Americans with Disabilities Act (ADA), areas that offer fixed route service must also have transportation for those with disabilities that is equivalent to the regular service. Calhoun County has this system for residents of Anniston, Oxford, Weaver, Jacksonville, and Hobson City. The system is curb-to-curb demand response. The cost is $1.00 each way. To ensure that only those who are disabled (and their caregivers) use the service, an application process is in place. Temporary and then permanent cards are issued after an Advisory Board approves the application. There are currently three vans that are used in Paratransit operations. Urban/Fixed-Route Service
The Cities of Anniston and Oxford offer a fixed-route system. Currently, there are four buses running constantly during hours of operation. The system has four back-up buses. There are approx. 100 seats available at any one time. The buses run on an hourly cycle, with the execption of the South Loop, which runs on an hour and a half loop. The cost is outlined in the map. $1.00 is the regular fare. Children, the elderly, and Medicaid riders pay .50¢. There are also numerous organizations which purchase passes. Anniston Housing Authority and Calhoun-Cleburne Mental Health are the biggest pass users.

Cherokee County

Demand response and Operator has a contract with Cherokee, Etowah, Dekalb (CED) Mental Health Center. Cherokee County Rural Transit has agreed to pick up patients who attend the branch that is in Centre, Alabama. The only specific route taken is that of regular patients who attend CED Mental Health Center in Centre, AL.

Serves NE Coosa County and will take passengers to Alexander City and Talladega if the passenger has a doctor’s appointment and ample time is given to schedule to trip.

Fare Policy: $1 Within Goodwater city limits each way. Service to connect with Cheaha Mental Health Center Bus is $2 each way. Trips to Alexander City, Sylacauga and Rockford are $6 round trip. Longer, more time consuming trips to Birmingham or other special trips have a flat rate of $50 and are scheduled around medical trips of other passengers.

City of Valley/City of Roanoke

The City of Valley and City of Roanoke has yet to set policy for Service Hours, Service Area, or Fare Structure. The program administrator is working with the Mayors, City Councils, and County Commission to arrange for the expansion of the ACTS program into the Chambers County. All policy requirements will be met before revenue operation is permitted. Our start date is not yet determined.
